Creating an Operational Manual for Drones: Practical Structure
An operational manual not only describes what a drone operator intends to do, but especially who is responsible, under which limits flights are conducted, and how normal, abnormal, and emergency situations are managed. A good manual aligns with the actual organisation and remains manageable after every amendment.
Start with the Actual Operation
First record the operator, organisation, fleet, crew, and intended operations. Then choose the correct route: Open, STS, PDRA or SORA. This prevents generic example text from becoming detached from the practice.

Work Out Procedures Demonstrably
Describe the preparation, decision criteria, responsible role, registration, and periodic checks per process. Include normal procedures, contingency procedures, and emergency procedures separately. Refer to checklists and registers instead of copying the same text in multiple places.
Manage Versions and Evidence
A manual is a controlled document. Use a revision log, table of contents, document owner, and fixed references to appendices. After changes, verify that training, ERP, maintenance records, and operational limitations still correspond.
