What Should Be Included in a UAS Operations Manual?
The precise content depends on the chosen operational route and authorisation conditions. Nevertheless, an assessor expects a recognisable line from organisation and responsibilities to operational execution, safety management, and records.
Document and Organisation Management
Include document status, revisions, distribution, definitions, operator data, organisational structure, and responsibilities. Clarify who makes decisions, who determines go/no-go, and who manages changes.
Operation and Technology
Describe ConOps, operational limits, location and airspace control, flight preparation, execution, post-flight, fleet configurations, maintenance, software/firmware, and release after technical deviations.
People, Emergencies and Learning
Record competencies, training, recency, crew briefing, communication, contingency and emergency procedures, notifications, exercises, and improvement measures. A procedure is only convincing when it is clear how it is trained and recorded.
Appendices and Cross-References
Use appendices for checklists, forms, registers, drone profiles, maps, and declarations. Provide a concrete paragraph or appendix reference in the manual so that a requirement can quickly be traced.

Must all evidence be literally included in the manual?
Not necessarily. A controlled reference to a recognisable evidential document or register is often clearer, provided that the evidence is available and up to date.
Is an ERP the same as the operations manual?
No. The Emergency Response Plan is a practical emergency plan and can be used as a controlled appendix alongside the manual.
