Preparing the PDRA-S01 Operations Manual
PDRA-S01 provides a predefined risk assessment for a limited type of VLOS operation. It is not a freely adaptable SORA: the operation must fit within the published conditions and the operator must demonstrate how each requirement is fulfilled.
First Check Applicability
Compare UAS, dimensions/mass, VLOS method, controlled ground area, population environment, maximum altitude, and airspace conditions with the applicable PDRA version. Any deviation may mean a different approval route is necessary.
Create a Compliance Matrix
Do not copy PDRA conditions verbatim as your own text. For each criterion, record the status, a concrete OM or evidence reference, and an open action. This makes clear what is already demonstrable and what still needs to be completed.
Develop Operational Procedures
Describe delineation and controlled ground area, VLOS monitoring, crew communication, flight termination, loss of C2, airspace conflict, incident handling, and drills. Use location-specific data in the operational plan.
Demonstrate Suitability
Link crew qualifications, UAS documentation, maintenance, insurance, procedures, and training records to the dossier. IAA emphasizes that contingency and emergency procedures must also be demonstrably tested.
Frequently asked questions
Am I allowed to modify PDRA-S01 conditions?
No. If the operation does not fit within the established conditions, the approval route must be reassessed, for example via another PDRA or SORA.
Is a completed matrix alone sufficient?
No. The matrix points to content and evidence; the underlying procedures and evidence must actually exist and match the operation.
