Difference between Open, STS, PDRA and SORA
Open, STS, PDRA and SORA are not progressive product packages, but different regulatory and risk-based routes. Choose the route based on the actual operation; do not silently adapt the operation to fit a simpler category.
Open
For operations with a lower risk profile that fully comply with the Open conditions. An operational authorization is not then required, but clear internal procedures and registrations can still be advisable from a business perspective.
STS
A fixed European standard scenario with prescribed conditions and an operational declaration. STS-01 and STS-02 impose requirements on environment, method and C5/C6 class, among others.
PDRA
A pre-defined risk assessment for a defined operation. It supports an OA application when the entire operation fits within the PDRA conditions. The operator demonstrates compliance.
SORA
An operation-specific risk assessment for operations that cannot be categorized under Open, STS, or a PDRA. The method leads via risk analysis to requirements and evidence.
Frequently asked questions
Is PDRA always simpler than SORA?
Only when the operation fully fits within the PDRA. Forcing an unsuitable PDRA actually causes additional remediation work.
Who ultimately decides the route?
The operator substantiates the route; in an OA application the competent authority assesses the file and applicability.
