Drafting a ConOps for Drone Operations
The ConOps is the factual description of the intended operation. It forms the common thread through route selection, risk analysis, manual, and operational plan. A vague ConOps later causes contradictions in almost every part of the dossier.
Describe purpose and scope
Record the type of activities, assignment context, types of locations, frequency, and exclusions. Describe not only the desired flight but also which activities explicitly fall outside the scope.
Specify the volume concretely
Distinguish flight geography, contingency volume, operational volume, and relevant adjacent areas according to the chosen method. Link altitudes, distances, and buffers to maps and procedures.
Connect people, technology, and environment
Name UAS configuration, payload, C2, navigation, crew roles, communication, airspace, ground environment, weather limits, and external services. Describe dependencies and fallback options.
Check consistency
Ensure all limits from the ConOps are reflected in the risk analysis and operational manual. Use a fixed set of definitions and change management so that an adjustment to the operation is incorporated into all relevant documents.

No. The ConOps describes the operational concept and boundaries; the operational plan fills this in for a specific flight or location.
