SORA 2.5 Step by Step for Drone Operators
SORA is a method for systematically assessing the risk of a proposed UAS operation. EASA introduced SORA 2.5 in the 2025 AMC/GM update. Therefore, implement version control: record the SORA edition used and avoid mixing steps or terminology from different versions.
1. Stabilize the ConOps
Describe what, where, how, and with which people and resources the flight will take place. Document operational volume, ground area, airspace, UAS, crew, communications, and normal/deviation procedures before filling in risk figures.
2. Assess Ground and Air Risk
Determine the relevant ground and air risk classes according to the current method. Record assumptions and data sources. Apply only mitigations that are truly implemented and demonstrable for the operation.
3. Establish SAIL and Requirements
The outcome leads to a required assurance and integrity level and corresponding operational safety objectives. For each objective, note the evidence, responsible owner, and any remaining actions.
4. Finalize Containment and Evidence
Consistently develop adjacent area/airspace, containment, technical dependencies, and procedures. Close the SORA only when ConOps, OM, ERP, testing, and attachments all use the same mitigations and limits.
